Will the text look editable, like a normal web page?

No — what you see is an image of the original page (so the layout and design match exactly). The text on top is invisible but selectable, so you can search, highlight, and copy it, but you can't edit the visible page itself.

Why is the text sometimes slightly offset from the letters when I select it?

The invisible text layer is positioned using the PDF's own text data, but your browser's font doesn't always take up exactly the same space as the PDF's original font. It doesn't affect how the page looks — only exactly where a selection highlight falls relative to the letters underneath.

Is there a file size limit?

Files up to 17 MB are free — Premium removes that limit entirely.
